2009 Conferences For Council and District Operations

your plans for the summer of 2009 at the Philmont Training Center. A DVD is available from your council office giving you
details of what is offered and the opportunities provided to your families.
Scouters at all levels reap big rewards at Philmont—great training, rich Scouting fellowship, family programs for all ages, and the inspiring ambiance of a big sky sunset over a working ranch in the Sangre de Cristo Mountains. The rich history and natural beauty provide an ideal setting for a learning experience, as well as a vacation for the entire family. Each conference spotlights the latest techniques, audiovisuals and literature, and current policies. An outstanding faculty of experienced volunteers and professionals leads each conference.
Family programs are planned for all ages. Family members of conference participants will enjoy a staff-led program of hiking, tours, crafts, games, cookouts, horseback riding, campfires, and outdoor activities. Meals are provided in a cafeteria-style dining hall. Housing for conference participants and their families is in a tent city with modern conveniences provided—electricity, bedding, showers, and restrooms. A medical facility, chapels, public laundry, trading posts, and a handicraft lodge provide support services. Complete information on programs, facilities, and services will be sent to conference participants upon registration. Register early before they fill up.

- Advanced Communication and Counseling Skills for Highly Effective Leadership—NEW COURSE FOR 2009
- This course is for council and district volunteers or professionals. Participants will learn and develop those advanced communication and counseling skills that distinguish
the highly effective leader, which will create a culture wherein people and the aims of Scouting—at all levels—will thrive. The highly effective leader possesses communication and counseling skills that bring people and the elements of Scouting together in ways that create tremendous opportunities for regions, councils, districts, and units to
maximize their potential, and ultimately, achieve unparalleled results.

- Council Program Administration—NEW COURSE FOR 2009
- This course is for any district and council volunteers and professionals involved with delivering a quality program. It includes administration of activities and civic service, camping and outdoor programs, leadership training, advancement and recognition, and marketing the program. Learn about integrating the 100th Anniversary celebration into your program and more.
August 2-8
- District Key 3—Key Leadership for the Future
- This is a great team-building opportunity for district chair, district commissioner, and district executive teams. It features the role of the district Key 3 and how they relate in operating a successful district. There will be idea-sharing and problemsolving. Explore successful district operation techniques for recruiting district volunteers and other topics of interest to help Key 3’s develop personal action plans. A scholarship is available for district executives attending this conference with both their district chair and district commissioner. (Course participants are encouraged to attend as district Key 3 teams.)

- Administration of Quality Commissioner Service
- This conference is for council and district commissioners and their assistants, and includes the role of key volunteers in building and operating a successful commissioner staff dedicated to helping units succeed. Learn about identifying, recruiting, and engaging all commissioners. Discuss ideas on techniques for commissioner lifesaving and other strategic topics.

- Working with Scouts with Special Needs
- This conference offers ideas for developing Scouting programs at all ages that can meet the needs of youth who have any disability—physical, mental, emotional, or other special needs. You will learn how to use these ideas to help your council develop programs that serve all youth.

- The Unit Commissioner—Supporting Unit Needs
- This is the conference for unit commissioners prepared to set a positive example in quality service to chartered organizations and Scouting units. Topics include effective monthly unit visits, unit self-assessment and action planning, coaching skills, charter renewal, annual service plan, commissioner priorities, unit problem-solving, leader development, the national Centennial Quality Unit Award program, and commissioner lifesaving techniques.

- District Committees Help Strengthen Units
- This conference is for district chairs, district vice chairs, operating committee chairs, and district committee members. The conference features the latest tools and techniques for successful district operations including membership, training, camping, activities, advancement, and finance operating committees. It features coordinated district committee meetings, volunteer recruiting, and personal action plans for participants. The conference highlights successful district operations where membership grows and units succeed in providing a quality program for youth.

- Training Management Seminar
- Members of district and council volunteer training committees will learn how to plan, promote, and administer programs for youth and adult leader training opportunities. This conference features development of a district/council training plan, provides profiles of all unit level courses, and supports how to recruit and train good trainers. Discover all the new training opportunities through the Online Learning Center. Lots of problem-solving and training lab experiences.

- Training Management Seminar
- Members of district and council training committees will learn how to plan, promote, and administer programs so that unit leaders have the best training opportunities. Discover the difference between training leaders versus running training courses. This conference features the eight parts of a district/council training plan, provides profiles of all unit program-level courses, and tells you how to recruit and train good trainers. Learn about publicity, budgets, recognition and record keeping that will help your committee stay on top. Discover all the new training opportunities through the Online Learning Center. Lots of problem-solving and training lab experiences. Don't settle for being good - discover how to be Great!
- June 8-14
- Membership Growth Ideas for Districts and Councils
- This conference is specially designed for district and council membership committees, commissioners, unit leaders, and those responsible for membership growth. Learn about new unit growth, year-round youth recruitment, transition ideas from each program, stopping dropped units, and increasing tenure and retention. There is a special emphasis on school access and sharing creative ideas for involving more youth in Scouting.

- Advanced Administration of Commissioner Service
- This is for experienced commissioners who want to learn more about serving the needs of units in providing a quality program. Learn more about the college of commissioner science program, advanced strategies for quality unit service, implementation of a strong commissioner’s program in your district or council, strategic planning objectives, and other topics of interest.

- Council Key 3—Leadership for the 100th Anniversary
- This conference provides a great team-building experience for council presidents, council commissioners, and Scout executives. Topics include board management, building effective districts, quality program, membership growth, volunteer/ professional relationships, strategic planning, council and district operations, commissioner service, endowment, council fund-raising, and asset management. This conference provides breakout sessions for council presidents, council commissioners, and Scout executives. You will develop a personal Key 3 action plan. (Participants are encouraged to attend as council Key 3 teams.)

- Advanced Unit Commissioner Service
- This conference is for the experienced commissioner who wants to learn more about how to provide better unit service to the units assigned. Learn about strategic planning, techniques in helping your assigned units to become great, and more about mentoring skills. Learn about the latest enhancements for commissioner service.

- Becoming a Stronger Executive Board Member
- This course is provided for any council level volunteer who serves on the board—officers, executive board members, committee chairs, and advisory council members. Learn about your job and how to develop a stronger council. Learn about the four functions of council operations—program, membership, finance, and unit service.
